SUMMARY:
This is a professional level position assigned to the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section.  The Probation Officer is responsible for carrying out the mandates of the “Juvenile Act” contained in the Judicial Code (Title 42-Chapter 63) and the Rules of Juvenile Court procedure relating to the care, guidance, control, trial, placement and commitment of delinquent children. This individual’s responsibilities include conducting investigations, completing reports and making recommendations to the court, reviewing and examining complaints and charges of delinquency or dependency for the purpose of considering the commencement of proceedings under the Act. This individual must know, understand and implement the Balanced and Restorative Justice philosophy (BARJ) by routinely engaging assigned caseload in BARJ activities.
QUALIFICATION REQUIREMENTS:
  • Bachelor’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess a minimum of two (2) years of relevant work experience or a Master’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess one (1) year of relevant work experience. 
  • Knowledge of the “Juvenile Act” and the juvenile justice system, knowledge of the social factors and causes of social maladjustment of juveniles and adults, knowledge of current social economic, legal and health problems and recourses, knowledge of individual and group behavior.
  • Effective written and verbal communication, ability to problem solve, work independently and demonstrate solid counseling skills.
  • Ability to deal with stress associated with position/environment.
  • Act 33/34 Clearance, FBI Criminal Record Clearance, and Pennsylvania Driver’s License/Insurance.
  • Work non-traditional hours and be on call 24 hours a day.

SUMMARY:
This position is assigned to the Community Intensive Supervision Program (CISP) of the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section.  The Community Monitor assumes an important role within the Community Intensive Supervision Program, serving as role model for responsible behavior and personal integrity.  This position is responsible for the direct supervision and control of juvenile males committed to the program as an alternative to institutionalization.  Monitors work directly with Probation Officers/Case Managers and juveniles, implementing the case plans of case managers, reporting progress and recommending progression through program levels.  This individual is expected to work both independently and as part of a team effort within the responsibilities of the position, generally following routine procedures that are regularly reviewed by the Center supervisor.
QUALIFICATION REQUIREMENTS:
  • Education level of high school degree or equivalent or experience or training which provides the required knowledge, skills and abilities.
  • Ability to establish and facilitate strong, clear communication boundaries with male juveniles. 
  • Ability to arbitrate issues, resolve issues and persuade youth toward socially acceptable actions. 
  • Ability to exercise authority with non-complainant male juveniles, including physical control of disruptive juveniles. 
  • Ability to work varying shifts, Monday-Friday 2:30 pm to 10:30 pm, Sat & Sunday 1-9 pm; although training or special activities can deviate from these times.
  • Ability to deal with stress associated with position/environment.

  • Use various techniques to confront, guide and support youth, as well as, oversee random drug test procedures.
  • Perform individual/group counseling sessions and oversee random drug tests.

This is a professional clerical position assigned to the Allegheny County Juvenile Probation Department. The support staff’s responsibilities include preparing various documents and correspondence for the Supervisor and other appropriate employees, coordinating the unit’s JCMS/CPCMS data entry requirements, as well as, performing general clerical duties.  This individual’s assignments generally follow routine procedures, which are reviewed regularly, upon completion.  Initiative, independent judgment, flexibility, and ongoing training are required.

This is a professional level position assigned to the Fifth Judicial District of Pennsylvania, Criminal Division, Pretrial Services. The Bail Investigator’s primary responsibilities will be completing bail investigations, making recommendations to the Court, working both in the Allegheny County Jail and the Pretrial main office, and all duties related to bail modifications, revocations, supervision and failure to appear warrants.

SUMMARY:
To process interstate and intrastate child support cases for the following requests – enforcement, registration, telephone calls to and from child support enforcement agencies from other states, and other miscellaneous requests (i.e., status update, etc.) and perform related clerical work associated with these various requests.
QUALIFICATION REQUIREMENTS:
*  Minimum of high school diploma or its equivalent; additional course work in business, computer science and/or accounting beyond high school preferred.
*  Minimum of three years’ experience with general clerical procedures and functions and similar court experience preferred.
*  Computer and data entry skills; knowledge of PACSES computer system preferred.
*  Strong professional communication skills (written and verbal) and effective organizational skills.
*  Knowledge of UIFSA/IFSA policy and procedures preferred.
*  Strong analytical skills to analyze and determine appropriate action.
*  Strong math and/or accounting skills preferred.

ESSENTIAL DUTIES & RESPONSIBILITIES:
*  Review mail alerts on PACSES (Pennsylvania State Child Support Enforcement Agency) computer system, cases on various reports or referred cases; determine what cases need enforcement action and what cases can be suspended; review financial screens to determine the appropriate enforcement action such as generate non-compliance letters to be sent to the defendant and/or employer or suspending a case; generate, prepare schedule, and mail contempt petitions against payors and employers, as needed.
*  Prepare petitions for civil contempt for non-payment of medical bills; gather and organize unpaid medical bills and receipts submitted by plaintiff for payment and schedule case for court on this issue.
*  Contact employers to inquire about non-payment of wage attachments or to provide or solicit information needed regarding non-payment of wage attachment or incorrect payments and note computer system with related information.
*  Upon review of interstate initiating cases, contact the responding state to request appropriate enforcement action; send transmittal via mail, e-mail, call or use CSENet (Nationwide Child Support Computer System) to request enforcement action.
*  Receive and respond to calls, e-mails and other correspondence from employers, other courts, and co-workers regarding enforcement matters.
*  Review client, employer, and other court mail; prepare response and determine necessary enforcement action such as dissolvement of wage attachment; adding employer to system, updating defendant’s address; verifying related information and placing a note on the computer system.
*  Generate court notices and documents, make copies, and disburse, file or mail documents as appropriate.
*   Review incoming mail requests for registration of orders for enforcement, modification submitted to Allegheny County from courts through PA and the U.S.; apply UIFSA/IFSA procedure/policy to each request to ensure that it meets the appropriate criteria and combine documents to form an Allegheny County Order of Court; mail notice of registration to appropriate parties; close appropriate diary entries on computer system and generate the registration order; copy and mail and documents to appropriate parties and offices. 
*  Prepare/compile outgoing registration packets for enforcement, modification and wage withholding to be sent to the responding court/state; gather and analyze necessary documents including monetary support order(s), statement of arrears and enforcement transmittal to check that arrearage amounts, date of support order and last payment dates are identical on all documents; close diaries on computer system.  
*  Process incoming and outgoing transactions through CSENet for cases, including but not limited to enforcement, registrations, and miscellaneous transactions.
* Review incoming CSENet mail alerts; view suspense screens and update data received on the PACSES system; log the CSENet request on Request Log Type when applicable; review information provided by other state to determine appropriate action on case, such as scheduling case for court, contacting plaintiff or defendant for information, or sending further information to the other state.
* Sending outgoing requests via CSENet to other states via Request Type Log; send NOTES to the other state via CSENet interface; generate appropriate forms such as cover sheets and transmittals when necessary; make copies of documents to send to the other state.
* Maintain knowledge of new or changing procedures and regulations governing CSENet.
* Receive, respond to, and generate all IFSA transfers and acceptance of transfer; close diary entry on the computer system appropriately; generate and compile documents to mail to appropriate parties and offices; schedule the case for conference if needed; obtain certified copies of the support order and statement of arrears, generate, and execute Order of Court; updated PACSES system accordingly to reflect registration or transfer.
* Redirection of Payment/Change of payee.
* Process incoming requests to redirect payment to another state child support agency; update PACSES system; generate and process court orders for change of payee.

SUMMARY:

* Processes, analyzes and classifies court documents relating to court cases for Criminal, Non-traffic

  defendants upon request.
*  May sit on the bench with the Magisterial District Judge to ensure that all pertinent court information is
  retrieved and that a court folder is prepared for each defendant and issued to the Magisterial District
  Judge in the order each case is presented.
*  Assists the Magisterial District Judge during preliminary hearings by recording court decisions for
  each case and disseminating the appropriate paperwork and information on a timely basis.
*  Assists with all Video Hearing Procedures and FTR recordings.  (As Needed)
*  Prepare and issue transportation requests, interpreter requests and any other special requests that may

*  Prepares and issues the appropriate court papers to designated personnel, defendants, witnesses,

* Records the disposition and other pertinent court information for each case into the MDJS system,
  tracks the status and progress of a case through court ordered restitution, community service,
  counseling and payment of fines.
*  Prepares the required paperwork to have inmates transported or released for court appearances; notifies
  all parties involved of court date.
*  Serves as liaison with police officers, parole officers, pretrial service employees and other court
  personnel.
*  Compiles court statistics and information for reports and forms; types and operates office equipment
  (e.g., PC and peripheral equipment, typewriter, copier, calculator, etc.).
*  Performs activities and functions of related lower-level personnel as assigned or required.

Private attorney representing indigent parents in dependency and termination of parental rights proceedings before judges and hearing officers in Allegheny County Juvenile Court.  Dependency materials and training can be provided.
QUALIFICATION REQUIREMENTS:

*   Courtroom experience and prior family law practice arepreferred. 

*   Excellent verbal and written communication skillsare necessary.

License Requirements

*    Admittance to the Pennsylvania Bar.
ESSENTIAL DUTIES & RESPONSIBILITIES:

*   Responsible for researching and preparing pleadings.

*  Provide representation at hearings.

*  Provide thorough counsel to clients.

*  Maintain own case files.

*  Maintain and provide case lists to Allegheny County Family Division- Juvenile Section. 
OTHER DUTIES & RESPONSIBILITIES:

*   Must provide in-person courtroom representation when cases arescheduled with assigned judge and hearing officer.

*  Attorney permitted to accept parent Dependencyrepresentation appointments outside normal courtroom assignment.

SUMMARY:

This position manages and administers the day-to-day operations of all departments of the Criminal Division of the Allegheny County Court of Common Pleas. This includes oversight of Adult Probation, Pretrial Services, the Behavior Assessment Unit, and the Criminal Division Clerical Staff. The position coordinates activities with other criminal justice agencies, especially those that work daily with the criminal division including the Department of Court Records, the Allegheny County Jail, the Allegheny County District Attorney’s Office, the Office of the Public Defender, and other agencies. This is a high-level administrative position involving the supervision of over 300 employees.


QUALIFICATION REQUIREMENTS:

*          Bachelor’s degree in Judicial, Business or Public Administration, or closely related field, PLUS,

*        Five years of experience in court management or eight years of varied office management work including experience in budgeting, procurement, and human resource management, or

*        Any equivalent combination of experience and training.

 

Additional Requirements/Preferences

*        A Juris Doctor degree and admission to the Bar of the Supreme Court of Pennsylvania preferred.

*        Satisfactory criminal background check required.


ESSENTIAL DUTIES & RESPONSIBILITIES:

*          Management of the Criminal Division. This includes preparation of budgets, hiring and managing staff, and employee human resources coordination.

*         Operational oversight of assigned areas including caseflow management, data collection and analysis, scheduling, and strategic planning efforts. Develop and implement policies, procedures, and protocols to improve operations and present proposals to the Administrative Judge.

*         Oversee daily operations of Adult Probation, Criminal Division, Behavior Assessment Unit and Pretrial Services. Ensure effective and efficient operation of all areas.

*         Undertake all assignments given by the Administrative Judge and the District Court Administrator.

*         Assist in responding to inquiries from employees, the public, other agencies, and the media regarding the operation of the Criminal Division.

*         Represent the Administrative Judge of the Criminal Division and/or the District Court Administrator at various functions or meetings involving matters relating to the operation of the Criminal Division.

*         Prepare budget and oversee expenditures; recommends purchasing of supplies, capital improvements.

*         Develop and implement appropriate court policies and procedures to comply with best practices in Criminal Justice.

*         Communicate with judicial officers, bar members and other court-related entities to guarantee compliance with and understanding of established court policies and to obtain feedback on administrative and procedural matters.

*         Actively participate in relevant professional associations to ensure use of best practices in Allegheny County and Participate in internal andexternal workgroups and studies related to criminal justice. Identify, applyfor, and manage grants supporting the Division.

SUMMARY:

The Deputy Court Administrator – Court Services assists in coordinating and managing various aspects of court operations. This position is responsible for daily operational matters, project management, research, and planning, hiring and supervising personnel, training, liaising with external stakeholders and outside agencies, and drafting/reviewing contracts, policies, and procedures. This position works under the general supervision of the District Court Administrator and the Chief Deputy District Court Administrator. This role functions with a high degree of independence while executing sound judgment and discretion.

*     Manages the foreign and sign language interpreters’ program. Identifies/develops resources to ensure compliance with all requirements regarding the provision of interpreters. Serves as Language Access Coordinator.

*         Oversees Office ofCourt Reporters and Audio Recording Room operations.

*     Manages compliance with Title II of the Americans with Disabilities Act (ADA), including requests for accommodations received from the public.

*      Acts as the Grant Administrator. This includes identifying funding opportunities, writing grant applications, managing grant reporting, coordinating grant activity of other court departments, managing grant database registration, and disseminating information to other departments regarding changes in grant procedures.

*        Administers electronic and printed legal research resources.

*        Manages the record storage and retention policies.

*        Leads the production of the Annual Report.

*      Responsible for preparing, organizing, and submitting the Fifth Judicial District’s Continuity of Operations Plan.

*     Advises and assiststhe Court Human Resources office in processing employee disability accommodation requests and leave issues including drafting correspondence to employees and updating court policies and procedures.

*        Drafts and reviews contracts, letter agreements, and other legal documents.

*        Conducts legal research as directed by the District Court Administrator.

*  Type Court Orders, forms, memorandum, and general correspondence
*  Secures Court interpreters for limited-English proficient (LEP) and deaf/hard-of-hearing (HOH) individuals using a scheduled app
*  Familiarity with or willingness to learn about the Americans with Disabilities, Language Access Laws, procedures, and how foreign-language and sign language court interpreters work in court
*  Processes invoices for interpreters in a timely and efficient manner
*  Assists in regularly submitting data collections to AOPC for language encounters for the judicial district and for annual grant reimbursement
* Orders, maintains an updates legal research material, such as print publications (books and legal journals), and online legal research such as Westlaw for judicial staff, judges and administrators
*  Assist in updating COOP (Continuity of Operations Plan) annually
*  Back up to receptionist
