SUMMARY:
This is a professional level position assigned to the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section.  The Probation Officer is responsible for carrying out the mandates of the “Juvenile Act” contained in the Judicial Code (Title 42-Chapter 63) and the Rules of Juvenile Court procedure relating to the care, guidance, control, trial, placement and commitment of delinquent children. This individual’s responsibilities include conducting investigations, completing reports and making recommendations to the court, reviewing and examining complaints and charges of delinquency or dependency for the purpose of considering the commencement of proceedings under the Act. This individual must know, understand and implement the Balanced and Restorative Justice philosophy (BARJ) by routinely engaging assigned caseload in BARJ activities.
QUALIFICATION REQUIREMENTS:
  • Bachelor’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess a minimum of two (2) years of relevant work experience or a Master’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess one (1) year of relevant work experience. 
  • Knowledge of the “Juvenile Act” and the juvenile justice system, knowledge of the social factors and causes of social maladjustment of juveniles and adults, knowledge of current social economic, legal and health problems and recourses, knowledge of individual and group behavior.
  • Effective written and verbal communication, ability to problem solve, work independently and demonstrate solid counseling skills.
  • Ability to deal with stress associated with position/environment.
  • Act 33/34 Clearance, FBI Criminal Record Clearance, and Pennsylvania Driver’s License/Insurance.
  • Work non-traditional hours and be on call 24 hours a day.

  • Supervise and assist juveniles placed on probation or in protective supervision or care by order of the Court or other authority of law.
  • Make appropriate referrals to private or public agencies of the community where assistance is needed or desired.

SUMMARY:
This is a professional level position assigned to the Fifth Judicial District of Pennsylvania, Criminal Division, Pretrial Services. The Bail Investigator’s primary responsibilities will be completing bail investigations, making recommendations to the Court, working both in the Allegheny County Jail and the Pretrial main office, and all duties related to bail modifications, revocations, supervision and failure to appear warrants.
QUALIFICATION REQUIREMENTS:

*  Bachelor’s degree, preferably in a Criminal Justice or Social Services field.

SUMMARY:

Arraignment Court is the first judicial step for a person arrested on criminal charges.  At Arraignment, the defendant is formally advised of the charges filed, bond is set, counsel is discussed, and the preliminary hearing date is set.  The Arraignment Clerk prepares all necessary paperwork and provides copies to the defendant.

This is a clerical position that requires keyboarding and some familiarity with computer data entry.  This includes entering criminal complaints into a statewide computer system for Magisterial District Judges.  This position also handles the acceptance of bail in criminal and family division cases. Knowledge of basic office equipment is necessary.  Work involves routine procedures although some independent judgment is necessary. Applicants need an ability to work and communicate directly with Magisterial District Judges, Pre-trial Service Employees, Police, Employees of the County Jail, Department of Court Records, County Identification, co-workers, and the public.


QUALIFICATION REQUIREMENTS:

* Highschool diploma or equivalent.

* Ability to keyboard 35 words per minute with accuracy.

* Knowledge of personal computer and general office equipment.

* Ability to interact and communicate appropriately with court officials, the public, and various criminal justice practitioners.

* Ability to learn how to use the MDJS computer system and other systems available to assist the operation of Arraignment Court.


ESSENTIAL DUTIES & RESPONSIBILITIES:

* Data entry of police criminal complaints into the Magisterial District Judge System (MDJS).

*  Facilitate video arraignment process (operating video equipment, disseminate appropriate paperwork).

*  May sit on the bench with the judge to facilitate the processing of paperwork attendant to

   arraignments, weddings, Protection from Abuse orders, bail and other work performed by the Court.

*  Receipt and record moneys for bail and collateral; balance bail receipts.

*  Prepare Emergency Protection from Abuse orders for Magisterial District Judge once a PFA has been

    granted and disseminate to appropriate agencies.

*  Copy criminal complaints and affidavits for police and Magisterial District Justice Courts.

*  Answer questions from the public and various criminal justice practitioners about the status of

    arraignments.

*  Complete routine paperwork on each case entering Arraignment Court.

*  Performs such other related tasks and duties as assigned or required.

QUALIFICATION REQUIREMENTS:
*  Bachelor’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field and two years of relevant work experience.  While work experience does not replace the education requirement, previous work experience will be reviewed and considered in the interview process.
*  Knowledge of social services, drug and alcohol counseling, and mental health counseling techniques. Knowledge of probation and parole work. Knowledge of the appropriate laws and rules of procedure, the ability to gather and research information, and prepare formal reports for the court.
*  Effective written and verbal communication, ability to problem solve, work independently, conduct interviews in a professional manner, and the ability to handle sensitive materials with discretion.

SUMMARY:
Perform professional work related to the screening and filing of temporary Pro Se Protection from Abuse (PFA) Petitions and the scheduling and processing of Final PFA and Indirect Criminal Contempt hearing case dispositions. Responsibilities include, but are not limited to, coordinating the daily Pro Se Protection from Abuse (PFA) intake procedures and the scheduling of legal advocates, volunteers and interns working in the PFA Department; reviewing temporary PFA Petitions for clients; maintaining calendar docket control for the scheduling of Final PFAs and Indirect Criminal Contempt hearings; conciliating contested cases with both Pro Se litigants and attorneys; and drafting appropriate court orders.   
QUALIFICATION REQUIREMENTS:
*  Minimum of a bachelor’s degree from an accredited institution (degree in social work or related field of study preferred).
* Experience in dispute resolution and a knowledge and understanding of the dynamics of domestic violence and child abuse/neglect (minimum of three years’ experience preferred).
*  Solid computer skills and experience in a Windows environment with the ability to quickly learn various computer systems.
*  Knowledge of PFA, custody, divorce, support, child dependency and criminal laws and procedures preferred.
*  Excellent communication and writing skills.
*  Must be able to demonstrate and maintain sensitivity, empathy, and respect to a diverse blend of clients and staff.
*  Ability to be detail oriented and timely with documentation and the entering of information into computer systems.

SUMMARY:
This supervisory position is assigned to the Court of Common Pleas of Allegheny County, Criminal Division, Pretrial Services. In addition, the AHSP Supervisor oversees regional alcohol programs and serves as a liaison to the Judges and staff of the Criminal Division of the Fifth Judicial District of Pennsylvania. The successful candidate must demonstrate initiative, sound independent judgment, and strong administrative, leadership, and interpersonal skills. This individual is responsible for the overall administration of the Alcohol Highway Safety Program, including assigning work based on an understanding of established practices and operational guidelines. The position reports directly to the Department Director.
QUALIFICATION REQUIREMENTS:
*  Bachelor’s degree and minimum of two years of excellent performance demonstrated in Pretrial Services and/or Probation
*  Master’s degree in a related field is preferred, but not required
*  Strong administrative and leadership skills
*  Ability to communicate effectively with subordinates, peers, supervisors, and members of the community
*  Knowledge of PA criminal justice system, and knowledge of the policies and practices of the Pretrial Services Department, DUI law, and Ignition Interlock requirements
*  General computer skills and Word/Excel familiarity
*  General office related equipment and knowledge of Smart Start’s computer system
*  License Requirements: PA driver’s license, Act 33 clearance and criminal background check
ESSENTIAL DUTIES & RESPONSIBILITIES:
*  Supervise the Ignition Interlock staff and the DUI Alternative to Jail staff
*  Supervise two Probation Officers assigned to supervise defendants participating in the DUI Alternative to Jail Program
*  Responsible for the financial aspects of the Ignition Interlock office and the DUI Alternative to Jail Program
*  Assigns work based on the understanding of established practices and operational guidelines
*  Serves as a liaison to the Judges and Criminal Division staff
*  Perform other duties as required

SUMMARY:
     This position serves as a Human Resources Clerk within the Pretrial Services Department and works in close coordination with Court Administration and departmental administrative staff. Responsibilities include processing and maintaining payroll records; coordinating and communicating with third-party benefits administrators and work partners; Provides administrative support in onboarding processes assisting new hires with required employment documentation and orientation materials; and assisting employees with leave and accommodation matters, including FMLA, ADA, disability, and related programs.
     The position also performs a variety of clerical and administrative duties in support of departmental and court operations. The successful candidate must demonstrate a high degree of professionalism, discretion, and confidentiality when handling sensitive employee and personnel information. Strong organizational skills, attention to detail, and the ability to manage multiple priorities are essential. Assignments may require initiative and sound independent judgment.
QUALIFICATION REQUIREMENTS:
*  Must have achieved educational level of a high school diploma or its equivalent and six (6) months experience in an office or court setting, or any equivalent experience or training that provides the required knowledge, skills, and ability
*  The ability to follow established clerical and human resources procedures and practices
*  Excellent organizational and interpersonal skills and communication skills
*  Accurate typing and data entry skills
*  Knowledge of computer, copier, facsimile and telephone systems
*  Ability to maintain confidentiality of personnel and medical information
*  Ability to work independently with minimal supervision, exercise discretion, and interact effectively with the staff, partner agencies and the public. 
*  This individual is expected to perform position responsibilities within six (6) months of assumption of duties.
*  Act 33 clearance and must pass a criminal check
ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Answering, screening, and routing telephone calls to appropriate parties.
  • Responding to general HR inquiries and directing staff to appropriate resources.
  • Providing courteous and professional assistance to employees and partner agencies.
  • Processing and maintaining payroll documentation and related records.
  • Assisting with administration of employee leave programs including FMLA, ADA accommodations, disability, and related benefits.
  • Communicating with third-party administrators, benefits providers, and work partners regarding employee matters.
  • Maintaining and organizing confidential personnel and medical files in accordance with policy.
  • Performing data entry and record maintenance with accuracy
  • Completing additional assignments in a timely, accurate, and professional manner
  • Assisting or providing coverage in other areas or Pretrial Services or administrative functions as needed 
  • At the employer's discretion, the employee may be assigned additional duties and tasks as deemed necessary to support departmental and court operations
